THE OPPORTUNITIES FOR THE THIRD COUNTRIES
OF THE MEDITERRANEAN
In the ambit of this meeting UNESCO-OCCAM, together with the Politecnico of Milano and the Alcatel, launches the operational proposal for the development of a multimedial telecommunication network as an instrument of cultural and educational cooperation.
Priority for the development of the relations between the peoples and countries of the Mediterranean region is to create a stable and interactive network of telecommunications, which allows both individuals and institutions to work together.
The Mediterranean countries approach this stage of the digital revolution. with a mixture of hope and timor.
There is a risk that they may be emarginated and the process of integration will be more difficult and remote, or the can utilise the new opportunities to accelerate this process in terms of cultural and social development.
The challenge is how they can connect up and how they can make use of the new technologies in a practical form for increasing their knowledge and resources.
This implicates a high level of interchange and cooperation between all concerned, which at the present does not exist.
This proposal, encouraged also by the UNESCO Mediterranean Programme, allows the majors institutions and the most competent people to unite in a common project finalised to define the best and most efficient ways of designing this network, in order to optimise the specific needs of each country with the actual tecnologies and human interfaces.
This proposal is for realising a telecommunications system including Internet with the primary goal of operating contemporary on various levels of habitual activities,using the latest systems and defining projectual choices with minimum cost of both structure and the opportune and logical methods of use.
A basic Internet network for the memorisation in prefigured sites in the various activity sectors with the sites and modes of use coordinated in an operating centre; a digital operating system with automatic exchange system and programme of teleconferences from two or more sites.
In order to mantain costs at competitive levels given what major expense is operations managemant, Internet will be used in the transfer of data and messages ,urgent information conveyed through automatically timed teleconferences, leaving teleconsultatio in real time only as final level of coordination.
A multilevel project, coordinated by Mr. Pierpaolo Saporito and Mr Alberto Rovetta, of which the basic instances were defined at the COPEAM Valencia Conference (8-10 march 1999) with the major broadcasting companies of the region, will be presented in this meeting in order to have a maximum feedback and to promote the initial working group charged to elaborate the prefeasibility project.
